About Sandstone Heights
The proposed Sandstone Heights will be a newly constructed three-story elevator served building on a 4-acre tract, with a heavily wooded perimeter and wide-open lawn. There will be a walking trail, playground, pond, and community gardens. Inspired by the small town it is set in and connected to the local hospital by a walking trail, the property will serve both area families and seniors alike, and include a space for a much needed daycare, truly serving the whole community. Developed by a partnership between the emergent developer Angela Hubbard with Hubbard Design Solutions and the experienced developers of Hubbard Development, the project will be owned by Williamsport Apartments LP, an Indiana limited partnership.

Sandstone Heights is purposefully designed to meet a spectrum of critical area needs. First, the project will offer well-maintained units at affordable rates, addressing the local demand for accessible housing options and promoting financial stability among residents. The community will include units designed for accessibility ensuring that individuals with diverse needs can comfortably reside and thrive within the community. This property represents the very first LIHTC affordable housing project not just in Williamsport but in all of Warren County
Downtown Williamsport is home to the area’s major employment opportunities. Each person who occupies these jobs needs a place to live, and many of these workers cannot find high quality or affordable options. Sandstone Heights, by offering affordable housing near major employers, will help attract and retain a diverse workforce while enabling them to reside close to their workplaces, reducing commute times and enhancing work-life balance.
Recognizing the importance of family support, the project features on-site daycare and aftercare facilities, something Williamsport substantially lacks and needs. These facilities will enable parents to work knowing their children are cared for nearby, fostering a productive community and alleviating childcare burdens.
The project will also meet area needs by providing comprehensive resources for Sandstone Heights residents through a partnership with Affordable Housing Services Corporation (“AHSC”), the resident services organization. This team will connect residents to resources that stabilize housing, increase self-sufficiency, and build safe and supportive communities. On-site staff and remote service coordinators will raise residents’ awareness of available resources, connect residents to local community services, and bring needed resources on-site.
Through these initiatives, Williamsport Apartments not only meets immediate housing needs, but also contributes to the economic vitality and social cohesion of the area, fostering a thriving and inclusive community environment.
